When it rains the rainwater flows downhill into the Carmel Bay.

So you just walk or drive down Occean Avenue to Carmel Bay
BUT
remember IF you walk down the hill
you must then walk back up the hill.

There is a free parking lot at the bottom of Ocean Avenue.

For a scenic drive, from Ocean Avenue turn left onto Scenic, the first two blocks (from Ocean to 8th Avenue) will be through an expensive residential area.

After two blocks you will arrive at 8th Avenue - stay on Scenic - from 8th Avenue onward, you will be driving along the Carmel Bay which has the best sunsets in Carmel-by-the-Bay (and much better sunsets than any in Monterey).
